The point was learning takes time. Sometimes we think we've learned something when we haven't. Try explaining the gist of what you've learned to someone.

im just a weak player with and an objetive who want advices to improve
No one is taking you seriously because you haven't done anything to show you're serious. You didn't even ask how to get better, you asked how to get a title. There are tons of training resources on this website alone, and you're not using any of them. All you are doing is playing speed chess. So all that we see is words. There are tons of people posting on here every day, wanting some quick fix to be good at chess, but all they do is play blitz and bullet.

Not sure where you get 95%. On both the site you link, and the one I typically use (https://wismuth.com/elo/calculator.html#rating1=2300&rating2=1700) it gives just over 97%, but regardless, the point remains the same: if his online rate is an accurate reflection of his current strength, he would need to (effectively) double in strength to reach FM levels.

As far as I can tell, there is no generally accepted answer to this sort of question.
