The point was learning takes time.  Sometimes we think we've learned something when we haven't.  Try explaining the gist of what you've learned to someone.

There are tons of training resources on this website alone, and you're not using any of them. All you are doing is playing speed chess. So all that we see is words. There are tons of people posting on here every day, wanting some quick fix to be good at chess, but all they do is play blitz and bullet.

well take in mind english is not my first lenguage but ill try to do my best, in rook endgames when rook+pawn vs rook you can defend doing pasive defense when suppose you are white and and you are the weaker side, you can draw if black have knight or rook pawn on 6 file just staying there i remember the pattern, if its another pawn like bishop pawm its a little bit dificult you have to cut the pass with the rook so the stronger side have to get foward the pawn at this momment you go background and start to check and check, lucena position pattern is too easy you just have to make like a bridge pawn, king and rook to stop the check go foward with the pawn and win, vancura is when its rook pawn you keep attacking the pawn all the time if its on 6 file you attack it from the side at the momment it goes at 7 you go backward and when the king get close you start to check, mccutcheon is follow the variation, put the king on f7 try to not get check mate, close the position and start to push queenside pawns to break on c4, dominated the queenside put a knight on b2, double the rooks, put pressure there and try to win, at least its what i understood, i can explain it much better talking and with a board

Not sure where you get 95%.  On both the site you link, and the one I typically use (https://wismuth.com/elo/calculator.html#rating1=2300&rating2=1700) it gives just over 97%, but regardless, the point remains the same:  if his online rate is an accurate reflection of his current strength, he would need to (effectively) double in strength to reach FM levels.
