Are tacken into consideration the games form the last year or of the last 2 years?

If I played only 2 elo games in a tournament, it counts or have to play at least 3 elo games?

events, played within rating periods of not more than two years, are pooled to obtain the initial
rating.

This document explains in detail how the USCF does its ratings (including initial ratings for someone's first tournament). I imagine FIDE is very similar if not the same. http://www.glicko.net/ratings/rating.system.pdf
