What players are watched for cheating? All of them, or just players above a certain rating? If it was the latter, it would explain a lot...

A different perspective?  Does it encompass the necessity for organizations like Alcoholics Anonymous and other rehab organizations, dui fatalities, domestic violence, etc.  Thankyou for your Godly and  altruistic works angel for the needy.

Pretty sure people who get in trouble with the law, destroy their bodies, and beat their spouses would be miserable jerks with or without alcohol.
