If white runs out of time has one pawn on the edge of the board and black has one knight...

In this position, if white runs out of time I believe that it should actually be counted as a win for black, because theoretically both sides can win if the opponent blunders, thus if white runs out of time I think the point should go to black.

It's just silly to award black the full point when he does not have sufficient mating material remaining. Relying on cooperation & multiple blunders from the opponent to be mated in the corner. 

Imo, it shouldn't be seen as how silly it may be for white to lose, because even in a king and bishop vs king and rook, theoretically it's a draw but obv one can blunder. I think it should be considered whether it is theoretically possible to win or not, same like if it's King and rook vs king and rook, theoretically drawn but one can blunder.

Absolutely, but in this game I was playing black and my opponent ran out of time but it was claimed as a draw so I am still confused 

Whats dumb is to play a time constraint, run out of time, and get anything but a loss. If running out of time doesn't cause a loss, why even bother with the clock?

I think the issue might have to do with whether or not Black has sufficient material to mate (without help from White).

The ICC server will immediately terminate a game in a draw if any of the
following positions occur: K-K, KN-K, KB-K, KN-KB, KN-KN, KB-KB. (K=King,
N=knight, B=bishop). Also, you cannot win on time if you have only a King,
a King and knight, or a King and bishop. (In the very rare event that you
had a forced mate in such a position, you can ask an administrator to
fix the rating result after the game.)

Draw the line like ICC is sufficient. In rare cases just ask admin to fix result and raiting points.
