Ok, Ok here we go , get this one! I once played a guy who , after thinking about his move would start to reach for his piece and then draw back like hes not sure,and then reach again and draw back , reach, draw back and over and over till he done this about 10 to 15 times per move! AAGGHHH it drove me nuts!!
My brother once played a guy in a tourney who was drunk! John (my brother) beat the man, but the man promptly reset his pieces and called the arbiter over to say that it was a draw! Taken aback by all this, my brother's protest wasn't potent enough to convince the arbiter otherwise, and they had to play each other again! The arbiter looked at the scoresheets, but the drunk dude had stopped keeping up after a certain number of moves, and said that John's was a lie.

The people who offer draws when losing
People who move too slowly - one guy took 5 minutes to reply to e4... come on
People who mutter to themselves or nod after each my move
People who won't shake hands or say good game
