Hi , can someone tell me what ratings someone is considered to be a good chess player?

There is no particular rating level that defines a good player.

That said, your 1339 bullet rating is better than 89% of the players here.

On this site, I'd say 1400 is somewhat average. But a vast majority here is rated way below that.

then that wouldn't be average
