Is it a bannable offense to resign from a game when you have a losing position? (Ex. mate in 3)

Yes. In fact, that's why the "resign" button is there: to make it easier for the site to ban you.

you shouldn't resign though because you never know if your opponent is gonna make a mistake

but in high level games (from what i know) resigning is a sign of respect, it tells your opponent that you trust that they're able to win against you so you're saving time and effort by just resigning early

Thanks for high quality post here. Yes it is always against the rules to resign when you are losing. Even when you’re down 20 points you still have a chance!
