Using the clock against your opponent is a perfectly legitimate strategy.
In blitz with no increment, it's fine. If there is increment, don't do it. 
BTW your opponent has horrible checkmating technique. If you want to learn from this game, check how to mate with a king and rook fast. Why did your opponent promote to a rook anyway?
