Is it normal for someone to block you, just for asking for a draw?

I was playing in a King Of The Hill tournament, as I regularly do. I was playing with someone and asked for a draw..,. Then, they came back saying, "Blocked you". 

My attitude is, "don't ask, then you don't get". 
Isn't that very much OTT? Just say no or ignore it...

I'll still play with them in other tournaments, so I don't know what they 'gained' by blocking me. 

People are odd nervous

i mean it depends. If you were losing or something and offered a draw... I wouldn't be surprised. Odd, yes, but reasonable? Also yes.
