Is it possible to deliver checkmate in 1 move?

Yes, you can. but very tricky things to do.
first ,you need to be a spoiled five year old with attention span of 1 second.
If you are old, you need some chemical substance to achieve similar results.
In general, not recommended.

Sometimes a game will start out with one side giving odds to the other. For example, pawn odds, or knight odds. Because one side is better than the other, to make the game more equal one side gives up one or more pieces from the starting position. So a starting position like this is possible.

That would be a good puzzle for someone new to chess

There is no way to do a checkmate in one move, because you first need to move your pawns to activate your other pieces.
Under the standard rules of chess and the standard starting position: no.
There is a variation that some call skip-dengle that allows all of the pieces to jump over one other piece (like a knight). In that variation 1 d4 Bb4# can happen (only one blocker can be interposed and the bishop can jump over it). Note that 1 f4 Qh4+ falls to 2 Rxh4.
