Is it possible to get a title from sites such as fide online arena or online uscf/fide rated tournaments?

No, since there are high chances of cheating in online events then Fide/UCSF will most likely never hold online tournaments to get a title.

There are FIDE arena titles. No one takes them seriously, though.

FIDE takes them seriously. And me too. But you got to play there to test how hard the low rated band players are in there.
