Hi Reb,

I am not an arbiter. The OP does not provide those details; it only speaks to a player mis-managing time. It seems reasonable to me, that a player who does not effectively use all their resources would lose.

Your senarios are beyond theoretical draws, such ss K+R versus K+R. In your examples, regardless of egregious errors or perfect play, there is insufficient material. In such a case, I would offer or accept a draw and thank my opponent for the good game. This would not require an arbiter, only a gentleman.

I guess I shouldnt even respond to such posts as invariably the OP is referring to online games/situations and I respond with otb play/rules in mind . The rules concerning online and otb differ , in all time controls I believe and the online rules can even differ from one club to another ... it becomes rather confusing and difficult to keep up with at times . In general I personally will not try to run an opponent out of time in an ending like K+R  v K+R and will grant them a draw unless they have given me good reason not to . I have had opponents run me out of time in such endings though and refuse  a draw offer

In my opinion, it depends on the position. It is fine to flag your opponent when there is still life on the board. However, in a theoretical drawn position I would feel rather stupid moving my bishop forth and back for 20 seconds because it has nothing to do with chess. But I guess that's a minority position in this forum.

At my level of play, everyone is 1 "double questionmark move" from winning or losing. So drawing is pretty rare and I genarally prefer to play on. I even prefer to play on in a lost position because blunders are so frequent. Rather, I resign when the fight is beat out of me. Though I believe it is courteous, in casual play, to let your opponent play to mate in a particularly hard won game-especially if the mate is pretty.
