Is Stalling Addressed by Reporting?

I'm new to chess, having made my account two or three days ago.  I played a few times as a kid, but nothing serious.  Anyway, after watching some chess videos online, I got interested in trying.  I quickly realized I needed more than ten minutes for a game, so I decided to start playing 30 minute games to get used to it and maybe improve my time also.

What's with the stalling?  The last game I played, I had my opponent essentially beaten.  They had three pawns compared to my four pawns, two queens, and a rook.  The game was obviously mine.  But my opponent had twenty or so minutes left on the clock.

So, what happened?  The person just let the clock run out.  Twenty some minutes.  How normal is this behavior?  It feels extremely petty and rude.

I reported and blocked the player, choosing the "stalling/quitting" option, but I'm curious if that actually translates to action.

I'm enjoying the games that are played in good faith.  I started as a complete beginner, and I've gotten up to 800'ish in the last couple of days.  I'd like to keep playing to see where my score settles/plateaus, but this stalling "running down the clock" tactic is something that makes me not want to play.

Just curious what others think or have experienced.

The site tracks that behavior and if someone does it very often they get restricted and placed into a poor sportsmanship pool. It's possible that if it's extreme, they can get closed for that when reported.
