Is the Leagues system consistent?

I initially enjoyed playing in the leagues, until I realised that it's not actually entirely fair. I am sure some players use sandbagging methods(they play at a lower rating either by creating an entirely new account and choosing the lowest rating possible or by throwing points in order to get more points easily). In my league there is a national master with almost 2300 elo at rapid, worldclass rapid rating. He occupies 15th rank. Many other 800-1200 players are above. I understand why, but how can you compare 600 elo players with over 2000?

It's not a ranking system. It mainly reflects activity, not skill.
