I know quite a few people who have a FIDE rating over 2200 and 2300. Some even being 2350. Is there a reason not to claim the CM or FM title?

Pretty sure you have to pay. Some people (especially if they already have a national title) may not think it's worth it.

I think chess.com member Reb has said as much in the past.

Yeah if they have NM title, there is no point getting CM from Fide. I also saw some 2340 with no CM or FM title. Probably they quit chess or their federation dont want to pay money and they dont want or not that serious about titles... Or planing to get IM.
