Is there such thing as "luck" in chess?

This one has to count as a lucky win from the ongoing Russian Superfinal. Sjugirov has played 82. ... Rg5 83. Kf8 Rf5+ 84. Ke7 Rg5 85. Kf8 against Jakovenko and is thinking about just finishing the repetition draw but suddenly gets creative and decides to draw in a more exciting way with Rxg7. The problem is that he used up all his increment time while going for this drawing line instead of the other one, and lost on time:

Yes there is luck and gamble in chess, such as bluffing and so forth. Here is an example. On move 11 I left a bishop hanging... Or was the bishop really hanging. My gamble was that my opponent would take my hanging bishop which in reality was poisoned...

I think it decreases as one gets better in chess.

Yes there is. Luck in chess is like luck in poker. Just look at this game. I didn't know what I was doing and was banking on being lucky and my opponent messing up. I didn't even think in this game. I just made mlves that "looked" right and remembered Morhpy...

I found that my luck in OTB improved after my rating went over 1800. I attribute this "luck" to an increase in the rate of psychological errors by opponents who look at my rating instead of the errors I make on the board.

Yes, if your opponent bases your skill off of your rating then your opponent will not plan or think about their moves and thus lose, just like that 2500 player lost to a 1600 player...

I see a lot of people on here arguing that there is luck in such things as tiebreaks. However, tiebreaks are not a part of the game of chess itself. In a standard match in which each player has one turn on white and one turn on black, it comes down to pure skill. In the actual game of chess, there is no luck because of how the rules are written.

YES (though luck doesn't really exist, it is merely an illusion created by variance and timing)
         There is VARIANCE in chess. Lots of variance, although it may not decide most games.  Especially at the higher levels there is a LOT of variance.  For one, think about your mental faculties.  You will have mental performance differences throughout the day or on a day to day basis, and so will your opponent.  This can be affected by your diet, sleep schedule, mood, stress level, distractions, and many other things.  
         Also there is variance in preparing for opponents and not knowing their preparation. Or not knowing what openings/variations they are comfortable with.  There are also attempts at being deceptive or sly in your plans, which can be analyzed as a risk vs reward sort of chess gambling.  Also any time you go for a line that is unclear to both players, in which very creative moves are valued highly, there will be a spike in variance.
Chess is NOT a perfect information game, as you will never truly know what your opponent is thinking.

It may not seem like much but if you are a 2000 and you are playing your B or C game, you can easily lose to an 1800 (or less)  So that's pretty cut and dry.

Just to beat a dead horse so nobody tries reviving it, none of us can ever be perfect, so we will always have mistakes, when, where, and how those mistakes happen is out of our control, obviously we don't CHOOSE to make these mistakes.  How often do you find the "best move" in the position?  If not 100% and not 0%, then obviously, there is LUCK (variance).

Same here. I have just made a daily chess move that means I may hang my rook. Although my position is better, if he doesn't take the rook, I will checkmate. To me if he doesn't then it's lucky.

Definatley. I just set up a knight fork on my King and Queen but my opponent missed it. I feel supremely lucky!
