I'd guess he's trolling. Us lowies might not be very good but having troubles to see that this situation is not a draw is very unlikely.

A more interesting question - how many self-stalemates in 2? I can find 3 so far.
EDIT: Actually there are loads, based on the king going to a1

Not only is it not a draw, but if it is Black to move, it is a mate in 4. With White to move it is a mate in 6.
Is it possible that the Rook isn't supposed to be on the board? If not, White to move draws but Black to move wins.

It's also possible that the B on g6 was intended to be white, in which case yes, it's probably a draw if White was to play.
