Is this a strategy?

Let's say my opponent castles earlier than me and castles kingside.  Sometimes I will try and castle queenside even if it's a little less convenient and then rush the kingside pawns at my opponent's king. 

 

Is this a common strategy at all?

Absolutely, but of course the opponent will rush his queenside pawns against your king also.

Bobby Fischer - Larsen played a game in 1958 where they were castled on opposite sides of the board. It was a great game where both players rushed their pawns towards their enemy's king.
