Not only is it legal, it can be legal with either side to move, with castling on either side either allowed or not allowed, and after any number of moves past the minimum (two) up to about 100.

Any even number. And it's also legal after more than 102 moves.

Were I rich, I would be more then happy to give you a diamond membership. However, I am not. So sorry. Oh and yes it is legal. Whites knight goes back and forth and the black pawn only goes one move at a time.

Agree with K.Simonson, it doesn't have to be black playing e5 when the board i son initial position,  so post 17 is not the case asked by OP
