Is this what you call a 'perfect' development?
Try to spend only 1 move on each piece, and try not to move any pawns that aren't the center pawns.
After development is over, it's the middlegame. So for example moving the bishops to d5 and e5, other than being completely impractical, would not be development moves (they'd have to move twice to get there) and h3 and g4 are also not development moves.
