This is a forced, albeit difficult, win. I would be interested in learning the winning techniques here, though.

This is 100% won if the Rook side cannot force winning of the Queen within 3 moves (by an edge check followed by a skewer).

The side with the queen will win, because eventually, through a fork or a skewer or whatever, the queen will get the rook. At best it ends in a draw because a rook cannot perform checkmate.
