No he didn't cheat, blitz rule. He had to move the knight but could still put it to another square becaause he hadn't pushed his clock.
He took his hand off the knight then made another move.
If this were a FIDE rated blitz tournament, that move would stand. I assume they're playing clock move though.

Latest USCF rules (as of 1/1/16) are CLOCK-MOVE. I don't like Kasparov, but rules are rules.
Arbiter just said that it was an illegal move.
