KN vs. KQ: Drawn or losing on timeout?

Finally, a debate question about draws that ISN'T about stalemate.

Would KN vs. KQ be drawn or losing when you timeout as KQ?

I highly doubt a KN combo can checkmate a KQ combo because of the Queen's range.

Should the position be drawn? What are FIDE rules on this position? Would FIDE state that it is a win since Black can mate?

Please tell me your thoughts on this.

How can Black mate? 1...Nf7+ 2.Qxf7.

If the side with K+Q times out it would be a draw. For FIDE as well since mate is not possible by any series of legal moves.
