If you're over 900 its impossible  of course its so easy to get legend league when you have 100 elo and everybody resigns every 30 seconds

I got into Legend around 2100 or so. You just have to cross your fingers you won't be placed into contention with a bunch of schoolkids who have unlimited time to play.

i cant advance from my league because there is never enough people to start the league?

You aren't placed into a league automatically? I think most league competitions end sunday and start automatically the same day.

Maybe send chess.com support a ticket.
