The GOAT seems to be Bobby Fischer, actually, because theres a rumor if ELO had introduced earlier, he would have rated 2905. Not sure how valid this rumor is. Either way he was far superior to WM Spassky and anybody else at that time.
But Carlsen is the all time second and came pretty close with 2882.
Then comes Garry Kasparov, I think he was 2851 at some point ?
