It is correct, but it is wrong at the same time. King vs King & Rook is result of mistakes made earlier. And we are talking about opening and middle game here. As much as I am mad that I can not prove you wrong here, that is not what we are talking about. Now if I say that King can not win vs King and Rook, that would be wrong too. I hate you. Say you are wrong.

Mistakes are a part of chess tho. Chess with perfect play is a draw so you win because your opponent made a mistake. You can’t win if they don’t. Let’s suppose they make a mistake. And let’s suppose you play awhile. But then. You make a mistake. And your mistake is just as bad as there’s was. So now if you keep playing the game it will end in a draw with perfect play. Unless your opponent makes another mistake. So it’s like that. Where their mistake should give you the advantage unless you make a mistake to let them equalize or even giving them back the advantage. In other words mistakes happen whenever there is a deciding game and may or may not happen if the game is drawn. This means that most of the time we are making mistakes.
