Maximize the rating..

Perhaps this has been covered before, but there is talk about Magnus Carlsen being close at his peak rating. If he (or some other super GM for that matter) wants to set a rating record, why don't they just join a tournament where there are weaker players, like lesser GMs, IMs, FMs etc? He would win every time and pass the 2900 barrier easily. Is there some rules that prevents that or something?

Beating an IM would earn him less than one rating point, while a draw would cost him dearly.

A few months ago i played a guy who was 900 elo points above me. He got +1,6 points for beating me. If the difference is beyond 400 elo, it will count as 400. 

Carlsen would have to defeat ca 15 lower rated players to pass 2900, i guess the only reason he is not doing it is that he wouldn't get any respect for doing it = bad PR.

That turns out not to be the case.

If your rating is above a certain threshold (2400 Elo) any rating adjustments are halved.
