I think this disproves it. Tactics lead to chomping pieces but to get tactics you have to get a good position which means positional play or maybe called positional tactics so chomping pieces are not the top priority.

That's an empty, nonsensical phrase, that's how. Getting to 2400 requires a lot of chess knowledge, including a deep familiarity with tons of tactical patterns. To get there, a player needs many years of studying and practicing chess.

First you maneuver into an advantageous position. THEN start looking for tactics.
