It is black to move. The computer will not allow kg5, even though this is the same as kf4 as far as white is concerned. Black can always move to force white off the pawns, thanks to the two legal squares for white's pawn defense not being adjacent.

Does Kg5 not allow a draw? Kg5 Kb5 Kf5 Kxa5 Kxe5 Kxa4 Kd4 Kb5 and the pawns promote at the same time. Kf4 is faster and black promotes first.
