I generally accept rematch offers if they send it before I've started a new game, unless the other party has been abusive, because chances of them using an engine is quite high imo. I normally dont send rematch requests.

Accepting or offering a rematch is being too afraid to play someone new 
playing s/o new is never having to say ur sorry.
if u love a rematch ?...let it go. if it comes back 2u ?...it was meant to be. if it doesnt ?...hunt it dn & mate it.

I think the problem you are encountering is not "cowards"...
You have your ego tightly jammed into your chess. Other people don't.
That's the problem.
