It is position dependent, you can't just use the same setup against everything. In principle, the image posted is pretty good. In general, the keys to development are to control the center (e4,d4,e5,d5 squares), bring your king to safety, and oftentimes connect your rooks. Where your knights and bishops go, and which files your rooks go is again position dependent. John Bartholomew's Climbing the Rating Ladder series on YouTube may have some good info
