I know this isn't entirely new but i would describe it as a Réti / English Hybrid with a Queenside Fianchetto
it is definitely not the Hippopotamus Gambit although it may have a few similar moves, my idea involves a c4 and d4 break, whereas the Hippopotamus is a passive opening with little control over the centre. You are closer with the Tompowsky, but it still is not entirely correct. The Tompowsky involves an early bishop pin and immediate clash. My system is more flexible and explores ideas of a delayed centre and fianchetto play.
