My training plan
I would suggest more OTB.
Official OTB games are very tiring and stressful for me. 1 game per week is already too much - so I play 1-2 games in a month.
My suggestions:
For under 1200: 60 % playing 20 % openings 20% tactics
Under 1600: 45% playing 35 % openings 20% tactics
1900+: 1 hour session of easy tactics everyday, 30 % playing, 70% openings and game analysys
Would suggest at least 20% on openings. Reason is that in most chess games per opponents rated 1700 or below--one side or the other has a winning position by the 13th move.

I've stopped learning openings a few years ago because it was boring and ineffective due to my poor memory. I try to play solid lines by following general principles and it's quite rare that I have problems in opening. And of course I get some bits of theory when analysing my own games or studying master games.
Here is my current training plan (with approximate percentage of time spent on each activity):
1. Tactics (60%). This is mainly puzzles from books, databases, Tactics Trainer, chesstempo etc.
2. Endgames (30%). Books, playing book examples against an engine.
3. All the rest (10%). Other books (master games, strategy etc), Chess Mentor.
I play online and live here, occasionally OTB in the club.
