If you are talking about the Wales club on chess.com, I think each club itself may decide who they let join and what the requirements of joining are

Clubs make their own rules for admission: I believe that Team USA requires you to be a member of the USCF and supply some sort of verification.
Some time ago I requested to join my national team, (Wales) and I was told that you had to be a member of Chess.com for a year. I just wondered if this is a site rule?
they just want to make sure you have played chess here for a while to represent your Nation. that helps keep the time outs and cheating down on the national team matches.
