Looking at his FIDE card, it shows that he was 2300+ when he was still a provisional player (less than 30 rated games played).
He dropped below 2300 before reaching 30 games.
He has more than 30 games now, so if he reaches 2300+ again, then he'll be eligible for the FM title.

I know his long goal is becoming a GM or IM , but at the moment he's just a NM , BUT BUT ... he DID reached and was well over it actually FIDE rating 2300 , so my question is why didn't he make a title FM instead of a NM !?
I mean NM is just a local title which is basically doesn't mean anything , especially in other countries, but FM title is very respected and it's global.
So what do you think is the reason ? Maybe it costs too much to make it or some other procedures?
Can he still make that title if now his rating dropped and he's no longer 2300 BUT was before ? Or you must be 2300 at this moment to apply?
