no blitz chess ratings over 950?

I have been playing blitz chess and reached a rating of 900. That means I should meet players with rating up to 1100, I didn't even had a single game against a player over 1000. How come? Everybody is playing blitz once they reached a certain rating?
Usually you’ll play against players the same level as you. The more you win blitz games and get more points, the higher your opponent’s ranking. My rating is around 1050 points and I rarely get to play against opponents ranked 1100 or higher (coz I would usually lose against them.
I think opponents are automatically selected within a range of +/- 200 points, and when I was around 700 or 800, I often met opponents that were that much higher or lower than me. (and yes, mostly losing against a +150, but sometimes winning, or more embarrassing, losing against a -150). Now at 900, I still meet 700 or 750, but I can't remember that I ever met >950 (and I do play quite often).

You can't do that. The minimum has to include players 25 points below you.
Where can I find that setting?
