Novice Player - How to improve Chess (this one is a weird case)?

I am pretty weak in blitz, and laughaubly weak in bullet. But I'm around 1400-1600 or less or more in standard (I haven't played any standard games here). I can, at times, beat 1800-1900 players, but I blunder too much that's why I lose to even weak players. Tactics Software rate me 1400-1500. I'm totally confused about my rating, for I can't have a official FIDE rating, as there aren't chess clubs much here.

I want to improve. I can, as you'll guess, solve 2000-rated puzzles at times, and fail in mate-in-one puzzles. I've read Bobby Fischer Teaches Chess, and very first parts of My System, How to Reassess your Chess, and Silman's Endgame course. Suggest me what to do:

1) Which books to read?

2) What to do ( e.g.. Play more chess etc.)

Read the rest of those books you already started. They are well written classics and will reward your effort.  Read them with a chessboard in front of you. If you read and make an effort to understand just those three books, you will improve a great deal.

There's no reason to worry about your ratings.  As you will learn, they don't mean much in themselves.  They are just a measure to help you find suitable opponents-- here or anywhere.  The rating just helps you find a game where both sides have a chance.

There's no reason to worry about your FIDE rating since you are probably still years away from playing at the level you would want to be at for you to spend the money to enter such a tournament.  (When you beat everyone else at local tournaments in the place you live, you may have to travel to find better competition. That's when you should start to think about getting a FIDE rating.)

Maybe you're right... I DO beat EVERYONE in local tournaments, so I think I should be rated more than atleat 891! And I think I'm around 1400-1600 in slow games (I have not played a slow game on chess.com, save that I played a 30 min game and won it). Dan heisman doesn't recommend me (through his books!) to read my system and how to reassess your chess now, but I'd rather follow you and continue reading those books! I have also purchased Chess Mentor 3 and I hope it will give me some goodies too!
