Offering a draw because you don't have enough time

Hello.  Again, to me, chess is about learning to play and improving.  I really don't care to win a game when an opponent times out or just loses interest and never finishes.  But what I don't understand is my opponent offering me a draw, and saying "I have too many games going and don't have enough time now".  Why not resign then?

Yeah...this thread really wants to be all things for all people, and I both admire it and feel uncomfortable with it.
