Offering a Draw with under 1 second remaining

Has anyone offered a staller a draw with under 1 second remaining?  He was stalling only because he had no chance to win so waite for 7 minutes to run out, so i offered him a Draw out of the goodness of my heart with under 1 second remaining, cuz im such a nice cool guy .....anyone else ever done this to sore losers?  I dont get it i just forfeit games im losing if i cannot win instead of wasting the opponents and my time we can spend better on the next game, so i dont get why people just dont forfeit.
