Indeed king ! I can barely remember some of my teen years . I was into Archery and swimming back then , not chess and loved CCR ! Their top songs were on all the juke boxes wherever I went ! Are there still juke boxes ?
If I think a game is a draw I'd offer a draw, if it was declined I wouldn't ask again - unless I'd failed to leave myself a note about it; then I would track for Threefold Repetition and 50 Moves.
If I was offered a draw I would probably accept it if I thought the game was probably a draw; if I thought there was play left I would continue if I thought I might learn from it.

I WILL give you a draw - If it is Christmas, (Easter maybe) your birthday, barmitzvah, diwali, your AIDS test was negative, DNA proved the kid is not your's, your parole came through and if you give me at least 4 right numbers in the lotto plus maybe if you got your promotion. Otherwise - NO draw.

I think people misunderstood my OP word "basically" which I should replace with "guaranteed and most definitely one or two moves away from being". Being offered a draw at that time is an insult to why people play chess. Not to give hand-outs but to win, grow and improve. Plus, the draw button is right next to the resign button.
what are the rules of the draw? when puzzles ask me to set up a draw, I don't know what they mean.
Most puzzles that are draw related are for finding a line that leads to a stalemates or triple-repetition of position. Some might be for a line that leads to insufficient material too.

Fair enough, if I was close to winning I'd find draw offers annoying too.
Often times you end up in a position where either party has to weaken their position to play for a win. This usually results in them losing. I'll offer a draw in a turn-based game whenever I can't find a sound continuation and the position seems equal.
I'm at the end (I hope) of an end game right now, in which I had offered a draw several moves ago. we have a rook a piece, He has an extra passed pawn, but if he tries to advance it he'll lose via checkmate. If he protects his king, I'll take his pawns (and lose mine in the process). I'm hoping he'll accept a draw after that because at one day per move a k+R vs K+R game will last months, and will probably draw. So why not offer the draw now? It's not rude at all in my view...
But I realize it's entirely possible that I'll learn something when he plays some winning combination that I can't see... :oP

K + R v K + R is a straightforward draw in all except the most bizarre circumstances (the finish of the Saavedra puzzle being one such, and there's not much competition). It would be sheer rudeness to carry on.
Mind you, I saved some rating points once by carring on in K+R+P vs K+R+P just to see if my opponent would oblige with a huge mistake. But then it was one of those situations where I stood to lost 100 points and gain only one...
