only players within the tournament grades should be allowed to enter

When I go to enter a tournament stating  players wanted with grade 1401 -1600 I do not want nor expect players who at the time of entering to have grades above or below the given limited. 

If you want those players in the competition have it as an open..

The whole point of having a limited graded tournament is you ONLY have those players with that grade playing, sothey get a close even game. and therefore the overall result is fair.

My understanding is that in graded tournaments, players above or below the rating will be automatically moved to another grade. That's been carried through in the tournament I'm currently in.

I hope you are right as I've entered a 1400-1600 and there are players with grades well over 2000.

Yeah, I'm in the same range and I noticed that too. But they get moved into a higher rung when the tournament starts. You'll only face people rated 1401-1600. If you see otherwise, you should notify the tournament organizer immediately. Though do keep in mind that a person's rating can change during the tournament and finish quite above the rating limit.

It's quite possible for a player's rating to change in between registering (and being accepted) for a tournament, and the actual start of Round 1. If the player has a high Glicko RD, his rating might change by hundreds of points in that time.

Since about half a year, all players with rating outside of the range are automatically removed at start.

Only if the rating rises in a running tournament they will stay in.

Before this change people indeed could enter if the rating was within the range at registration and stayed in if they went too high/low. But not anymore
