There aren't any firm rules on when to do it and when not to.
Advantages: it gains some space and cramps the opponent. It avoids the Pawn exchange which might free the opponent's game a bit.
Disadvantages: It relaxes the tension and risks the possibility that the Pawn might become over-extended.
