Chess is a game where players alternate turns. If it's a player's turn, they aren't in check, and they have no legal moves, it's a draw by stalemate. They can't move, can't pass, so you can't move either; the game is at an impasse, aka a stalemate.

The vast majority of the time, stalemate is caused by the stalemating player not being careful and missing wins.
