It depends on the position, but I'll almost always prefer the queen. For obvious reasons.
I think a chess game without pawns would be very stupid .. So, I would say pawns
I would say you can have only one queen But there are 8 pawns But still queen has given 9 points And pawns have cumulative 8 points So arithmetically queen surpasses pawn
With best play person with no queen will lose so in starting position: 1Queen>8pawns

The Pawns determine the character of the position to a much greater extent than the Queen does.
The Queen is an actor. The Pawns are the stage.
