Since your Online Schaken is not far below mine, I won't try to be too smart. In my opinion, you should go for a pawn storm 1) when you have pawn majority on one side or both players castled on the opposite sides, 2) to put your opponent under pressure, 3) by pushing pawn without making too many weaknesses (thus covering 'holes' with your pieces), and 4) on the side where is your opponent's king and your isn't, or on the side you have pawn majority.
