Can someone explain what the percentile means, does having a rating of 553 being in the 15th percentile mean that 85 percent of the members on here are rated higher?

Yes. That’s how I interpret it. For that category of time controls. At that rating you’ll see big improvements in percentile as you improve as I think there are a lot of infrequent casual players at that rating level. I’m somewhere around a 1300 player, not serious but play a lot and study some. That’s around 90% rating in Rapid but still low intermediate in the world of chess.

I wondered if it could also mean that the number itself is approximately 15 percent of the highest rating.  the highest rating is about 3000 my percentile is actually about 17,  560 which is where I am now is about 17 percent of 3000.  it could be independent of how many players have that rating.  Im not sure though.  But I assumed the same thing you did, but supposedly this site has approximately 15,000,000 members and my ranking is in the three millions which would indicate that I am not in the bottom 15 percent.
