PGN Date Question

In the PGN files (let's say I'm downloading them off of my archived games), does the date represent when I started the game or when I finished it? If it's the latter, then that's good. If it's the former, than it's nearly impossible to find the games in the archived list because it's organized by start date, and I want to download it immediately after I finish a game. Thanks!
