But it is also possible that the first time player A sends a draw offer, player B does not realise that the game is going into perpetual or some repetition, until two turns later when the same position is repeated and B finally realises this. A second draw offer at this point gives the other player another chance to draw (though in this instance, player B will likely be the player offering the next draw).

Evidently this fool has got nothing going for him except his online blitz rating. There was another character in the forum threads a while back with the same shtick. Bragging about his rating and dissing everyone with lower ones. Then he suddenly disappeared. Guess why? Yeah, a fair play policy violation.
