Of course, playing bullet improves your chess: basically, any activity, even tangentially related to chess, can help you improve your game. The real question is the relative efficiency of these various training methods. And on that count, playing bullet chess is a decidedly inefficient way to get better at chess, compared to, say, playing classical, or going over master games. So, if you just want to have fun, playing bullet is perfectly fine, but if you're actually serious about getting better at chess, than you should use other training methods.
