Playing on chess.com at libraries--huge handicap

I played some games at the local library and every single move that was played swiftly I had a 10-20 seconds handicap:  https://www.chess.com/live#g=2614526307

 

Is there any solution for this or is it due to defective library connections?

That is probably about all you'll be able to do. You are at the mercy of the connectivity, other shared traffic, and software on the systems.

Libraries are awful for this; I've never dared to try. The only suggestion I can think of is probably not a practical one, and that's to go and play at times when it's fairly vacant so you're sharing a connection with fewer people.
